These documents are a set of policies and regulations that guide all aspects of development within the town. They set forth 'land use designations' that state where commercial, residential, industrial and other uses can locate within the town. They also set forth the conditions under which each type of use are subject to. There is also policy dealing with town services, environmental issues, heritage, recreation and economic development.
Certain developments are only permitted by 'Development Agreement'. These are developments, which because of their nature or location, Council feels they should retain more control over the final outcome of the development. A development agreement is an agreement between the property owner and Council that sets forth the permitted use on a property, and the conditions which that use is subject to. The agreement is a legal undertaking and is filed in the registry of deeds. A development agreement often cover such issues as size of building, parking facilities, hours of operation and landscaping.
